New government policy timescales

The Government has set out the timescales for each milestone in the process for planning policy amendments, abolition of RDAs, setting up of LEPs, Localism Bill etc.  It is worth reading through the document below but essentially we are looking at:

  • Localism Bill to be introduced November 2010 and passed by November 2011
  • Confirmation of retention or abolition of Government Offices (excluding GOL which is being abolished) by October 2010
  • RDAs and GOL to be abolished by April 2010
  • Consultation on LEPs during July 2010, response to proposals and facilitation [period from September 2010 to September 2011
  • LEPs to be operational by April 2012
  • Local Authority financial incentive scheme to be announced July 2010; first incentives delivered by April 2011
  • IPC to be replaced through the Localism Bill by November 2011
  • The largest 12 cities in England to have directly elected Mayors, transition period to November 2011
  • Localism Bill to include:  formal abolition of RSSs, creation of presumption in favour of sustainable development, new green area designation, other aspects based on Open Source Planning
  • Government to identify ‘exceptional areas where central government needs to retain an oversight role’ by October 2010
